Quintle 3 Public Ordinary Schools – now no fee schools

Minister Motshekga published Government Gazette No. 32683 on 6 November 2009, amending paragraph 110 of the National Norms and Standards for School Funding:

"The National Norms and Standards for School funding are hereby amended by:

  • updating the National Target Table (Par.109 of NNSSF) to include 2011 and 2012 indicative target amounts; and
  • declaring all learners in quintile 1 to 3 schools to be in no fee schools.

The amendments are contained in the Schedule. The effective date for implementation of this amendment will be 1 January 2010.

Schedule

The National Targets Table published in Government Notice No. 1089, Government Gazette No. 31498 of 17 October 2008 is hereby updated below. The no fee threshold is also hereby updated to be the Quintile 2 target amount effective from 2010, which will be R784.00 in 2010.

In terms of Section 39(7) of the South African Schools Act, I hereby, declare all learners in quintile 1 to 3 (60% of the public school learners nationally) to be in no fee schools for 2010.

In declaring fee charging schools as no fee schools, the PED needs to inform all the quintile 3 schools that they will be declared no fee schools from 1 January 2010. Schools should be given an opportunity of motivating why they should not be declared no fee schools. If from the motivation it can be proved that the school is actually placed in an incorrect quintile, then the PED should adjust the quintile of the school to either a quintile 4 or 5.

The PED must provide the schools with a deadline to submit such motivation and ensure that each school is informed of the outcome of its appeal before 15 November 2009.

The funds made available as a result of the decline of some quintile 3 schools to be declared no fee schools, could be used by the PED to offer quintile 4 and quintile 5 schools no fee status at the threshold level of R784- voluntarily.”
